rather than having a NOTICE file in each project's appended-resource directory,
we should create an artifact consumable by the Maven remote resources plugin
which has our custom NOTICE file (basically
https://svn.apache.org/repos/asf/maven/resources/trunk/apache-jar-resource-bundle/src/main/resources/META-INF/NOTICE.vm
plus the Day Software notice).
