[~cziegeler] the PR is because we are running against this in a prod instance,
the counter is wrongly set to 48 active but there are no jobs whatsoever and no
way to reset it. There should definitely be a way to reset it, now there is
none…
The negative check is actually an unrelated issue that I saw, if you call the
statistics api wrongly, you can break it, I can revert that part if you think
that this should be a real case, but i wouldnt expect so
