Currently we only send DiscoveryMessage every 15s. This makes our system look
slow as replication seem to take at least 15s from user point of view.
I propose to also send a message when we apply each distribution package. For
the cost of a little more messages this will make the system look much faster.
Also we will notify listeners on producer system much quicker.
