Description: Adding some more debug logging to better find root cause of a
strange issue where queues appear stuck. (was: In
PackageDistributedNotifier.notifyDistributed we send an event and also a
message.
We must make sure that we handle exceptions happening there and do not let them
bubble up to the quartz scheduler.)
