Yes that is right, but still the bundle is not updated! I don't know whether
this is related to the Sling Installer or Apache Felix itself, but you can
easily reproduce by just increasing the version of a bundle and change nothing
else and deploy that to a JCR. You can see that the bundle is not updated
within Apache Felix, although it should be.
