this is a follow-up of SLING-11934, which fixed a problem with properly
shutting down the sling process on stop.
the same problem applies - and is not yet fixed - to the shutdown hook that is
in place to stop the sling process forcibly if it was not stopped within the
maven build. this does not work on windows when it happens due to the same root
cause.
