In general an artifact is not downgraded,as this requires two runs of the
installer:
the first run marks the old artifact to be uninstalled and removes it (from the
list)
the second run installs the next artifact
If there are no other artifacts, the installer sleeps in between the two steps
and therefore the action is not finished - until a restart, or the list of
artifacts changes
