Adds a `sling-release` agent skill that releases an Apache Sling module end-to-end by combining Maven steps (in the project being released) with the [`apache/sling-cli`](https://github.com/apache/sling-org-apache-sling-committer-cli) Docker tool for the Nexus / vote / finalize steps. Moved here from apache/sling-org-apache-sling-committer-cli#28 per review feedback (@rombert), to live alongside the other Sling agent skills rather than in the CLI repo. Follows the existing `skills/<name>/SKILL.md` layout and adds the skill to `skills/README.md` (listing + a prerequisites entry for Docker/Maven/ASF committer setup). Note for reviewers: the [Apache Magpie release-management skills](https://magpie.apache.org/skills/release-management/readme/) cover the ASF-generic, advisory (non-executing) release steps for Subversion `dist.apache.org`. This skill is complementary — it drives the *executing* `sling-cli` tool and the Nexus/Maven-Central flow Magpie does not cover.
