When a staged repository contains releases for multiple artifacts, possibly
even multiple versions of the same artifacts (maintenance branch + master
releases), the dist-promotion command currently does not correctly handle the
files.
It should identify the closest lower version corresponding to each artifact and
then upload the new artifact's files and delete the previous artifact's files.
