Description:
This builds on top of SLING-13138 and changes it in the following way:
* enables {{sling.default.parameter.fail.on.limit}} by default, so the maximum
number of parameter of 10'000 (default) is enforced.
* instead of throwing a 500 (triggered by the unhandled IllegalStateException)
it throws an {{ParameterParseException}} which is then returned with a
statuscode 400.
so stopping the silent dropping of parameters if there are more than 10k.
