It is failing for me in exactly the same way for any resource with 
".explorer.html", and also with the "46 lines blog". This is my attempt to 
provide a reproducible test.

Your are right that it works with the __charset__ parameter.

So probably both the explorer.esp code and the 46 lines blog documentation need 
to be updated to reflect the need of such handling. I'm checking for it.
