Fix For: Installer Core 3.4.2
If a fragment for the system bundle is installed (or updated) this should not
call update() on the system bundle.
Instead for a first install it should just do nothing as it gets resolved by
the framework and for updates refresh on the system bundle should be called.
(Before 3.4.0 there was a bug in system fragments handling which didn't cause
any action after install/update)
