Shouldn't this discussion happen on the dev list?
I'm not sure if there's even agreement on what's supposed to be fixed/improved
by this issue, the initial use cases at the top lists three somewhat distinct
things - form what I understand the focus is on fault-tolerant/resumable
uploads, so we probably need to discuss the basics of that and corresponding
protocol first.
