I think once SLING-2477 is implemented we should:
- if a configuration is read from a config node, changed and then written back,
it should be written back to a config node again
- if a configuration is read from a file, changed and then written back, it
should be written back to a config file again
- we add a configuration property which defines whether new configurations are
written back as a config node or a config file
- for me, it doesn't matter what the default of that property is, I guess many
people will vote for config nodes, so let's use that
