Dan- I'm not 100% sure, but I believe you need to "svn co https://dist.apache.org/repos/dist/release/sling/"; and edit the KEYS file there. When you commit your update, it should auto-replicate to the /x1/www/... directory.
It looks like when the page was updated after we switched to SVN PubSub, Appendix A wasn't updated as well.
