Currently we have two non-JCR resource providers: Filesystem and Bundle Resource Provider; both in bundles/extensions. So either we continue with this and thus this new one goes into bundles/extensions (or contrib/extensions), too. Or we create a new subtree bundles/resource where we put all non-JCR resource providers (we could even move the Resource Resolver implementation bundle there).
