The way it currently works is described in SLING-3315.
Why should we persist requests ? Package persistence should be already handled 
by the _ReplicationPackageBuilder_, why should we explicitly persist them 
separately?

I think this and SLING-3352 are part of the same discussion about the 
replication HTTP API, with this one specific to HTTP API for triggering 
replication "actions"
