Fix For: Engine 2.2.12
Sling Request Parmater support is currently configured by the Util class being
a Declarative Servies component taking configuration. It has been noted, that
is conceptually improprer to mix the utility style nature of the Util class
with the component nature of a configuration component.
So, we should create an explicit configuration class which provides the
configuration specification and distribution.
