This can be done by using replication itself if:
1. we have already a configured setting 
2. configs are saved as content
3. configs saved as content are available via http in a secure way.

Currently, 2-3 are not satisfied. Osgi configs are exposed via http by a custom 
resourceprovider and they do not have a well defined content location.
