Fix For: Event 3.3.16
If the topology or capabilities of an instance change, right now it's not
checked that if the instance has still the same capabilities. Only once jobs
get executed this is checked and they are reassigned one by one.
We could move this directly to the phase after the change happened like we do
with all other reassignments
