Carsten Ziegeler resolved SLING-4064.

Resolution: Fixed
This has been done as part of SLING-4048. The JobManagerConfiguration is now
the central place. In edition, if creating the admin session fails, it now
throws a RuntimeException and logs loudly instead of failing silently
