Currently it is possible to define an resourceprovider per osgi factory. It
should be possible to have all agent configs under a single root.
/libs/sling/distribution/settings/agents should return a list of all configs
for all agents.
Also, split the factories for creating such providers. There should be a
dedicated factory creating the resource providers for configs and a dedicate
factory for creating resource providers for services.
