Fix For: Event 3.5.4
When the eventing restarts, it scans the repository for topic nodes and starts
all queues for these topic nodes, regardless whether that topic actually has a
job or not. With a lot of topics this causes unnecessary start of queues and
consumes a lot of threads - which are not taken from the thread pool
