Description:
Components depending on initial content from the same bundle cannot always be
activated due to a race condition. Currently there isn't a determined order in
which content and components from the same bundle get installed / activated.
Content should be installed right after a bundle is marked as RESOLVED, given
that node types, for example, are installed right after a bundle transitions to
the INSTALLED state.
