Currently, other than in [the introduction comment
here|https://sling.apache.org/documentation/bundles/discovery-api-and-impl.html]
there is no explicit mention of what has been the intention: that when talking
about a 'cluster' in discovery.api's terms, it refers to instances that are
hooked to the same persistence layer/jcr repository. This should be clarified
in the discovery.api
