Fix For: Event 3.6.2
Once the job handling knows that jobs for a topic exist, it does periodic scans
for that topic and is therefore independent from any potential problem of
observation.
However, this only works as long as the instance did get at least one
observation event for a new topic. A full topic scan periodically would solve
this problem.
