Fixed in rev 1676744
There was a potential race condition on shutdown where the activate flag of the
capabilities was never set to false as this object was not reachable anymore.
I've added an additional flag to the service and the caps now checks this as
well.
In addition I cleaned up the queue manager change handling to make the code
more understandable
