At the moment normal changes in topology are not logged at info level (they are
at debug), but without having details from {{/system/console/topology}} it is
sometimes not easy to debug problems. Any change in the topology should thus be
logged at info (once) - including details as to why the change is happening.
Also, when votes are started and concluded this should be logged. In general
enough info should be available by default rather than having to go back and
ask for the log level to be switched to debug and reproduce the issue.
