Fix For: Launchpad Base 2.6.2, Launchpad API 1.1.2
We already have the StartupListener feature which allows components to listen
for the startup finished event. However, registering services based on this
event is more complicated than it should be. We can make this much easier by
simply registering a service. Other components can simply depend on that
service which makes them start once the system is ready
