For OAK-3083, the header is generated by the maven bundle plugin, we can work
around the problem though.
But if the {{org.apache.jackrabbit.jackrabbit-data}} is supposed to provide the
service, it should advertise so in its metadata.
On KARAF-3850, I don't think it's necessary to include those bundles at all.
