Description:
Currently, when an artifact can't be installed for any reason, the
OsgiInstaller will set the IGNORED state. The installer does not retry to
install artifacts with the IGNORED state.
This issue tracks allowing packages installations to be tried later (for
instance on restart) when they fail.

This issue tracks extending the set of possible states for the artifacts in
order to distinguish between those that truly need to be ignored and those that
need to be retried later.
