discovery.commons is introduced in an effort to bundle common code that will be
used by all three discovery.impl, discovery.oak and discovery.3rdparty
(zk/etcd). also see SLING-4685. discovery.impl's DiscoveryServiceImpl should be
refactored to use the ViewStateManager.
