as part of introducing discovery.oak, discovery.impl should be split: any part
of discovery.impl that is not strictly related to repository-heartbeats should
be moved into a {{discovery.base}} such that both {{discovery.impl}} and
{{discovery.oak}} can make use of it. This includes topology connectors, but
also includes some further parts such as the new integration into
{{ViewStateManager}} etc. {{discovery.base}} is therefore a very special,
dedicated base bundle for both impl and oak.
