We just faced the problem, that the startup of a sling instance was stuck
because a lot of stale jobs had to reassigned. This was not clear just from
looking at the log, so we needed to investigate.
The logging should be improved to make clear, that the jobs are currently
reassigned.
Also the QueueManager.activate() has some inconsistent log statements.
