I have added a RepositoryInitializer in http://svn.apache.org/r1727946 that 
executes the {{launchpad/test-services/src/main/resources/repoinit.txt}} 
statements. 

We can use this to create any system users that the tests require, as well as 
set their ACLs, but it means that I'll need to add the base tree creation 
statements to the repoinit language soon, so that the paths on which ACLs are 
set are created before setting those ACLs.
