configuration" in section F. not exactly sure what the use case here would be
what is meant is something like this: 
http://wcm.io/config/core/override-providers.html

the primary usecase: you have a complex context-sensitive configuration on your 
production systems for a lot of sites/tenants. you want to transfer this 
configuration e.g. to testing or staging systems. most parameters still apply, 
but some need to be overridden (e.g. site URLs). you do not want to change the 
configuration in repository every time, you can just use one of the override 
providers (e.g. by command line or a special osgi config) to overwrite e.g. the 
site url for certain context paths of for all paths by force.
