Given the latest discussions on the Sling dev@ list it'd be good to stop using
{{JobManager#findJobs}} API at all in the SCD code (for the jobs based queues).
This would require either accepting queues cannot be inspected in detail (which
/ how many items there are in each queue) or rely on different constructs.
