I'd prefer having strong tests that demonstrate the standard content structure 
vs. extensive documentation that tends to get out of sync. Of course if we can 
have both that's best, and whoever does the job decides as usual.

The ResourceBuilder that's already used in the existing tests IIRC is a good 
way to define content in code in  readable and commentable way, and I'm willing 
to improve that module if it helps.
