The {{RepositoryInitializer}} currently supports leaving the
{{model.section.name}} parameter empty to indicate that the configured URL
provides raw repoinit statements, as opposed to the contents of a provisioning
model.
Configuring an empty string might not always be convenient, in addition to that
empty value we should support a special {{<RAW>}} string to have the same
meaning.
