Fix For: Engine 2.5.0
Engine 2.2.0 (SLING-1734) introduced a compat mode for Sling filters which are
registered without any filter scope property. A Sling filter must have a
sling.filter.scope property, otherwise it is ignored.
We can safely remove the compat mode as the default for this is disabled anyway
and users had nearly five years to upgrade their code
