currently the context-aware config implementation supports resource
inheritance, but not property inheritance, that means no properties gets merged
in the resource inheritance chain.
there was a long discussion on the mailing list about this topics with
arguments to support this, and other not to support this

the goal of this ticket is to support it, but make it configurable so it can be
switched on and off.
