Yes I was thinking along the same lines with respect to the resource merger.

Ok, let's keep it simple, I suggest we use "sling:config-inherit" with values 
true|false. I like inherit more than merging as merging might imply that you 
would merge "/conf/global/feature/a" with "/conf/site1/feature/a"
