Can't we just rely on one single plugin
(http://git.eclipse.org/c/pde/eclipse.pde.ui.git/tree/ui/org.eclipse.ui.trace/META-INF/MANIFEST.MF)
in the target? Otherwise problems at run time might not be visible early
enough.
