I just found out that generating descriptors from annotations has been added to
PDE with Neon (https://bugs.eclipse.org/bugs/show_bug.cgi?id=376950 and
https://www.eclipse.org/eclipse/news/4.6/pde.php#ds-annotations). Therefore no
additional plugin should be necessary any more. Since this is a build-time
feature only, requiring Neon for the build should be no problem IMHO.
Unfortunately that feature is not yet supported by Tycho
(https://bugs.eclipse.org/bugs/show_bug.cgi?id=392764).
