[~jsedding] The {{ProvisioningModelVersionResolver}} defeats the purpose of
Testing PaxExam to always provide a working (known because tested) set of
bundles. If you provide versions from provisioning model you also have to
provide a set of (matching) bundles from it. See my answer on dev@.
