For Jackrabbit 2 it is IMHO defined in
http://jackrabbit.apache.org/jcr/jackrabbit-configuration.html#workspace-configuration.
Oak does not support workspaces at all
(https://issues.apache.org/jira/browse/OAK-118).
Vlt itself does not define itself any default workspace IIUC.
