waiting with applying this patch until we have a json bundle exporting
javax.json in the launchpad.
additionally i plan a last impl release 1.3.2 before end of march without this
change.
this patch makes the json parsing of override strings more strict than before -
which is ok, i've updated the doc page accordingly
