Fix For: Commons Scheduler 2.5.4
Although most of the scheduler is implemented using DS, a service tracker is
used for the whiteboard support. We can convert this to reference handling done
by DS. At the same time we can tighten the filter expression to only track
services relevant for the scheduler.
