I want to provide an API & aervice that others can use to directly add health
check results, for locations that may not be appropriate to write health checks
into.
These results may expire after a certain time has passed, they may never expire
(meaning the system needs to be rebooted), or the consumer of the API that
added them may remove them at a later time.
