Not sure we really want to do this - maybe we should clean-up the
bootdelegation and framework package exports together with the extension
bundles instead. I'll leave this issue open for now as a reminder that right
now, jdk.* packages need to be bootdelegated for java9 at least if
felix.bootdelegation.implicit=false
